The assumption that security, opportunity and prosperity will remain constant within a single country is beginning to fade among affluent individuals worldwide, according to findings from the World Citizenship Report (WCR) 2026. The report found about the ability of governments and institutions to deliver long-term stability in an increasingly fragmented world. While confidence has not collapsed, it is no longer unconditional. According to the report, 39.2% of respondents said they were somewhat confident that their current citizenship would provide the same level of security and opportunity over the next decade, while 33.5% described themselves as very confident. However, nearly 27% fell into uncertain or negative categories, highlighting a growing sense of caution about the future. The report shows that although outright concern is not yet dominant, confidence is becoming increasingly conditional as geopolitical tensions, economic volatility and regulatory changes reshape the global landscape. The findings reflect a broader shift in attitudes among globally minded individuals. Rather than viewing instability as a temporary disruption, respondents increasingly see uncertainty as a permanent feature of modern life. The report describes instability as a “fundamental and endemic condition” that now defines the global environment. This change in perception is already influencing behaviour. More than seven in ten respondents, or 71.6%, said they are now more likely to consider obtaining an additional citizenship or residency in response to global events. By contrast, only 2.7% reported being less likely to do so. Findings of WCR 2026 For many affluent families, the decision is no longer driven primarily by financial considerations. The report found that family security and generational protection ranked as the most important strategic benefits of a second citizenship, followed by emergency contingency planning and asset protection. Traditional motivations such as business expansion, tax efficiency and investment opportunities were secondary to concerns about resilience and long-term security. The findings suggest that citizenship is increasingly being viewed through the lens of risk management. As political uncertainty, economic fragmentation and shifting international alliances become more common, individuals are seeking greater flexibility and access across multiple jurisdictions. The report also points to a changing understanding of citizenship itself. Historically associated with identity, nationality and mobility, citizenship is increasingly being regarded as a strategic asset that can protect against future uncertainty. This shift is reflected in the findings of the report, stating that citizenship planning is no longer a contingency measure reserved for times of crisis. Instead, it has become a default consideration for many globally minded families seeking to safeguard their future. The findings come at a time when global instability continues to shape economic and political decision-making. From geopolitical conflicts and trade disputes to regulatory changes and economic divergence, individuals are facing a more complex environment than in previous decades. Against this backdrop, the World Citizenship Report 2026 suggests that the era of assumed permanence may be coming to an end. For a growing number of affluent individuals, stability is no longer taken for granted. Instead, it is increasingly viewed as a valuable asset that must be actively protected and diversified. As uncertainty becomes the new normal, the report concludes that long-term resilience, rather than short-term opportunity, is emerging as the defining priority in citizenship planning.
